The official public comment period is from January 28 to March 31, 2019.

There has been a tremendous amount of volunteer and staff time dedicated to developing the framework for the next iteration of neighborhood programming, funding and governance structure to support the City’s 70 neighborhood organizations starting in 2020 and beyond. I would like to take this opportunity to thank the hundreds of volunteers and community members that contributed their time, talent and energy into this initiative. The tremendous value neighborhoods play in our city was reflected in your commitment and dedication.

Since 2016, the NCR has been holding conversations with community and neighborhood leaders and elected officials about the needs and goals of our growing and vibrant city, and identifying the role that neighborhoods should play in meeting them. This initiative, called Neighborhoods 2020, culminated in three work groups being established by City Council in the spring of 2018. These work groups consisted of representatives from neighborhood organizations, cultural groups, those with equity/undoing racism experience and representatives appointed by City Council and the mayor. They provided recommendations on three major elements of this work: programming and funding, governance and a citywide community engagement policy. The Neighborhoods 2020 Framework Recommendations build off the recommendations from the workgroups.

The Neighborhoods 2020 Framework Recommendations also align with the Minneapolis 2040 Comprehensive Plan, which states that “Minneapolis will have an equitable civic participation system that enfranchises everyone, recognizes the core and vital service neighborhood organizations provide to the City of Minneapolis, and builds people’s long-term capacity to organize and improve their lives and neighborhoods.”

NCR has been working with neighborhood organizations for nearly a decade. As the demographics of our city has changed, so have the needs of the City. With these changes comes opportunities for all of us. NCR believes that the Neighborhoods 2020 process provides a mechanism for the city and our neighborhoods to explore how we can make improvements in our work.

NCR recognizes we will also need to explore changing how our own department functions in order to meet the needs of neighborhoods. The framework document includes new technical assistance and specialty services that go above our current services to neighborhoods.

NCR will be holding community informational meetings. All meetings will have interpreters available. These meetings provide a space where residents can submit public comments. The NCR department plans to bring final Neighborhoods 2020 Framework Recommendations to the City Council’s Public Health, Environment, Civil Rights and Engagement (PECE) Committee in April 2019. After approval by the City Council, the NCR department will then draft the program guidelines. Further opportunities to comment on the program guidelines will be available later this summer.

The 10th Avenue Bridge and 3rd Avenue Bridge, two of the major bridges across the Mississippi River in the Central Riverfront are in need repairs and will be closing to receive those repairs in the next two years. The Stone Arch Bridge, also owned by MnDOT, is also in need of significant repairs, and those needs are under assessment.

Please attend this meeting to learn about how this project will affect the neighborhoods around the bridge site.

Planning Department staff will issue a recommendation to the Planning Commission. After hearing from the public, the Planning Commission will make a determination based on required legal findings of fact. Unified Housing Policy Update and Inclusionary Zoning Text Amendment

Background

On February 9, 2018, Council President Bender introduced subject matter to establish an inclusionary zoning (housing) ordinance. Inclusionary housing is intended to promote affordable housing and to fulfill the goals of the city’s housing policies by ensure that moderately-priced housing is provided in mixed-income developments.
Since 2003, the City of Minneapolis has implemented housing policy that requires affordable housing units in residential and mixed-use projects with 10 or more units that receives financial assistance from the city. The policy was expanded in 2016 to apply the affordable housing requirement to projects receiving pass-through funding for purposes other than environmental remediation. In 2017, the policy was updated to include residential development of 10 or more units proposed on property or a portion of property that was owned by the City of Minneapolis – CPED.
The City has engaged a consultant, Grounded Solutions Network, to explore policy options for a potential inclusionary housing policy. The scope of work includes financial feasibility analysis to inform policy options, as well as policy research regarding national best practices, pros and cons of different policy choices, and case studies of three other cities’ policies. A team of City staff from Community Planning and Economic Development (CPED) Housing, Development Services, and Long-Range Planning, City Attorney’s Office and Finance has worked with the consultants. Grounded Solutions Network solicited input from private developers and affordable housing advocates in this process.
The Grounded Solutions Network report was presented to the Housing Policy & Development Committee of the City Council on August 22, 2018. The report is intended to inform a policy framework to be considered by the City Council concurrent with the Minneapolis 2040 Comprehensive Plan, to support the affordable housing goals of the plan. A final policy would require additional analysis and development in 2019.
The Housing Policy & Development Committee of the City Council gave the following staff direction:
  • Directing Department of Community Planning & Economic Development staff to return to the Housing Policy & Development Committee in November 2018 with recommended amendments to the Unified Housing Policy to support an inclusionary zoning ordinance.
  • Directing Department of Community Planning & Economic Development staff to prepare zoning code text amendment for consideration by the City Planning Commission and Zoning & Planning Committee in November 2018. This interim inclusionary zoning ordinance would apply only to projects that propose a substantial increase in the allowable residential development capacity. The interim inclusionary zoning ordinance would be effective for land use applications which are complete on or after January 1, 2019, through the adoption and effective date of a comprehensive inclusionary zoning ordinance.
  • Directing Department of Community Planning & Economic Development staff to return to the Housing Policy & Development Committee in November 2018 with a recommended inclusionary zoning ordinance framework to support the affordable housing goals of the Minneapolis 2040 Comprehensive Plan. This framework will be used as the basis for the development of a comprehensive inclusionary zoning ordinance in 2019. The framework recommendations shall apply City-wide, and be feasible, as recommended by a third-party consultant.

The City of Minneapolis 2040 Comprehensive Plan guides equitable growth in the city over the next 20 years. Minneapolis 2040 Comprehensive Plan covers topics such as housing, job access, land use, and how we use our streets. Minneapolis, along with every community in the metropolitan region, is tasked with this important to process to provide for orderly, smart and equitable growth that not only makes sense for the city but also for the metropolitan regions. The Comprehensive Plan is based on 14 goals adopted by the City Council, including reducing disparities, providing access to affordable housing and living wage jobs, creating a sustainable community, and remaining a healthy and diverse economic center.

The final draft of the plan in the product of a thoughtful engagement effort and integrates public comments collected during the last two years. This feedback made this plan stronger and more reflective of our community’s values.

The City Planning Commission will meet on Monday, October 29, 2018, at 4:30 p.m., in Room 317 City Hall, 350 S. 5th St., Minneapolis, MN. Interested parties are invited to attend and be heard. Planning Department staff will issue a recommendation to the Planning Commission. After hearing from the public, the Planning Commission will make a recommendation to City Council where another public hearing will be held regarding this item November 14, 2018 at 4:30 pm in the City Council Chambers.

It is a NEBA-supported event founded by Sandy Forster, owner of neighborhood business Little Pepper Promotions (www.littlepepperpromotions.com)

Sandy’s son was an elite runner, who unexpectedly passed away of a heart ailment, and the Finish The Run event is in his honor.  Proceeds benefit local charity organizations.

Last year, there were 750 runners raising $15,000.00, which was split between Bolder Options and Girls on the Run.  This year, the charity beneficiary is Still Kickin’ (www.stillkickin.co)
