Membership Qualification

Members with voting rights are defined as:

  1. Residential Members — individuals of voting age whose primary residence is within the Neighborhood (see Map here) and who, at a meeting of the Association, can produce upon request a Minnesota driver’s license, Minnesota identification card, or some form of residency verification that indicates the individual resides within the Neighborhood; or
  2. Business, Property and Institutional Members — any one representative of a property, institution, or business owned or operated within the Neighborhood (see Map here) and who, at a meeting of the Association can produce upon request proof of representation of the property, institution or business,

An individual who meets the voting Membership criteria but lacks the required documentation may vote at a meeting of the Association if a Member who has the required documentation vouches for the individual.

Director Qualification

Qualification to serve as a Director are:

  1. A Director must be a Member of the Association as defined above.
  2. At least 80% of the seats on the Board shall be filled by Residential Members of the Association.
If any Director ceases to be a Member of the Association, the seat of that Director immediately becomes vacant and may be filled by action of the Board or by the election of a new Director.
It is the policy of the Association that Directors represent as broad a spectrum of the Neighborhood as possible.
